Bug#50537: apt: wish: command line one time URI specification

It would be great if apt-get could support a temporary command line addition
to the URI sources list. This would be useful for adding a single package
on an archive that you don't want to keep the Package list of that archive
current. During this one time install apt-get would not update the Package
lists from the sources.list file but only grab the Package file from the
command line URI.
apt-get --uri "deb http://site.org/debian update/" install package
If package had any depencies then apt would of course use them from the
sites in sources.list.
