Hi,

When I upgraded to this version of apt, apt silently appended
these lines,

    // Pre-configure all packages before they are installed.
    DPkg::Pre-Install-Pkgs {"dpkg-preconfig --apt";};

to my `/etc/apt/apt.conf' file.  Shouldn't this apt.conf be a
conffile?

No, it is an optional user file.
