Hi,

 this is probably easy to implement. apt should allow to download
 (and install?) already installed and up-to-date packages. This makes
 sense for several reasons, although I only have two of them at the
 moment:

 * if (some) files belonging to a certain package have been deleted or
   changed by error
 * if I want to download packages for updates on another computer, which
   is not connected to the internet

 Maybe '-f' is the way to do it, but it doesn't work at the moment.
