Bug#49627: apt: Cannot -s as non-root

apt-get -s install <something>

complains I'm not root. Which is wrong, since it's just a dry-run mode (I just
wanted to get the orderings out of curiosity, while the _real_ apt-get is
busy downloading in another VT)
