Bug#48518: Can we have an --assume-no option, please?

I sometimes want to do something with a long list of packages, one at a
time. Fine, a loop over apt-get does that. But it'd be nice if I could
get it to just handle the easy cases on its own, and then make a second
pass with the nontrivial ones. Which needs the above option.

Another option that might be helpful in these cases would be
--refuse-remove or something like that.
