Bug#47826: marked as done (apt-get update != dselect's update)

Suppose I execute 'apt-get update' and receive new Packages files.  Then when I
run dselect and choose "Select", the packages I see ought to reflect the new
Package files, but it does not.  To see the new packages, I first must choose
"Update" from dselect.  No new files are downloaded, but some extra step takes
place which then allows me to see them from "Select".

If you want to keep dselect up to date then don't use apt-get update, but
use 'dselect update' instead.
