Bug#46036: gcc: Packages thrown away on upgrading to potato version

reassign 46036 apt
thanks

I do not see any dependency of gcc to libncurses4-dev. I do not know
if it's a bug in apt-get. The removal of checker is correct, as
gcc-2.95 doesn't work with checker.
