New APT CVS version



I have completed tweaking the CVS version for the next release. All in all
about 30 bugs have been fixed up, the diff for this thing is 2000 lines
long too :< What is worse I cannot actually test all of the fixes in a
real world situation, I hope they are correct but I could only come close
to simulating many of them.

Obviously some bugs will have been introduced by such large and sweeping
changes so before we actually do release it could everyone please test it?
I've put a .deb up at http://va/~jgg [v 13.1 linked for slink]

Email me (apt@packages.debian.org) directly if there are any issues, don't
mail the BTS please.

Also, Ben, you forgot the check in your changelog for .13..
