Bug#47529: apt: apt-get source don't make retries

My /etc/apt.conf file is:

Acquire::Retries "10000";

When I download binaries everything is OK: apt-get makes retries if
"Connection timed out" happens. But if I invoke 

apt-get source ...

apt does not make retries.
