Bug#44363: marked as done (apt: apt-get restarts download from the beginning after a timeout)

If there's a timeout during the download of a package with apt-get and you
restart apt-get install/dist-upgrade, apt-get starts the download of that
package from the beginning (at 0%) again and doesn't use its cache file.

It *does* work normally however when you interrupt apt-get during download
(e.g. with Ctrl-C).
