After updating my system earlier today, attempts to retrieve further packages
produce the following error message:

E: Could not get lock /var/cache/apt/archives/lock - open (13 Permission denied)
E: Unable to lock the download directory
---

This occurs whether using dselect, apt-get dselect-upgrade, or apt-get install
[package].  I can manually delete /var/cache/apt/archives/lock, in which case
apt-get will recreate the file before issuing the error message.  At all times,
the lock file's size has been 0.

/var/cache/apt is NFS mounted from another machine and I'm not letting dselect
delete downloaded packages after installing, but this has not caused any
problems in the past.
