APT does work quite well through a number of different proxy servers, but
I haven't tested it recently with Apache. Last time I did look into it
Apache was very incompatible with the HTTP/1.1 standard in proxy mode.
I haven't the faintest why it would just return a few hundred bytes,
probably because pipelining breaks Apache Proxy ;> Try turning pipelining
off with the configuration option.
