When downloading packages, if I download a package where the size is > 500
bytes over an even 1000 byte multiple, apt-get will sit there, waiting for
more data, and finally time out. If I press ctrl-C while it's waiting for
the download to time out then rerun apt-get with the same command line,
it'll then continue on with downloading the next package or installing
packages (presumably because it checks the actual number of bytes right
when the download starts (which is when it's continuing the (really
completed) download).
