Bug#42127: apt: overal % of download estimate wrong?

While `apt-get -f install' was running, apt-get nicely tried to
calculate the percentage of how much was already downloaded. But
it did somewhat fail:
8742014% [4 perl-5.004-doc 611938/2292kB 26%] 3475B/s 14d 7h14m11s
(apt-get actually only needed to download a total of 4 megabytes).
Yes, I know my internet connection is slow -- but 4 megabytes in 14 days
and 7 hours?
For the rest, everything went OK (and the download took about normal
time).
