Bug#42080: apt: Hang on upgrade/install of 2.2

Installation of Debian 2.2, or upgrade to it from 2.1, hangs (freezes) here:

Update-menus[2070]: further output (if any) will appear in

(This has been confirmed on two machines, one on a fresh install, one on an
upgrade)
