I work behind a firewall which allows passive ftp via an HTTP proxy server
only. apt-get seemingly supports neither active ftp nor a proxy server.
Would it be possible to do one or the other?

I set ftp_proxy to be 'http://proxy.server.com:<port>'. Setting the
http_proxy environment variable worked for HTTP requests, fortunately, but
no such luck with ftp.
