Bug#41093: apt: Apt seems to be crazy

Version: 0.1.9

My sources.list has /debian-non-US on the non-us.debian.org entry but it seems
to be ignored. It's confusing. The update is looking at http://non-us.debian.org/
and not at http://non-us.debian.org/debian-non-US/ .
