Bug#40366: apt: apt-get has problems with local uri's

Severity: do not agree with normal; it's a real _severe_ one, as it
brokens apt metod of dselect

I have the same problem as manoj with a similar potato configuration.
The error messages are the same.

Hope it will shortly be corrected: apt is a _strategic_ package for
Debian.
