Bug#40176: apt: apt-cdrom (latest development version) does not create /var/state/apt/lists/partial

Hi!

apt-cdrom from the latest development version (thanks Jason ;-) )
does not automatically create /var/state/apt/lists/partial. When
apt-cdrom add is called without this directory existing, error 2
is reported. A minor bug.
