Well, -f is not a force option, it stands for --fix :>

As for deliberately broken or misconfigured packages - there isn't much
that can be done without horribly upsetting things. If you know that what
you have done is what you want to do then maybe you should edit
/var/lib/dpkg/status by hand to clear the problem. The next apt will be
able to detect locally modified packages (either through editing or
recompiling)
