Bug#38924: apt: APT Doku about ftp proxy is misleading

The apt-Doku should imho clarify, that the ftp proxy settings are *not*
usable for defacto standard proxies like squid, but only for special
ftp-proxies.
Additional i would like you to implement additional support for
"standard" proxies, as this seems to be only a small change to the
existing http-proxy source.
