Yes, this is intentional, 0x3a is hex for a ':' character, which is unsafe
in filenames. The change was made to allow APT to determine the file
versions after a .deb has been written as well as to allow a cache
directory to be shared between arches

You can probably strip the added stuff off using some perl..
