Bug#35033: apt: Strange symbols in filenames in /var/cache/apt/archives/

The files in apt cache not only have arch inserted in their names
but also the epoch seems to be prepended to the version name.
There is "%3a" between the epoch and the version number.
Apt itself does not seem to have any problems with this but
it looks rather odd. I just want to make sure this is intended.
The reason I am concerned with this is because I have a script that
maintains partial local mirror that feeds from apt cache.
I think that partial local mirror is a convenient alternative to shared
apt cache as it allows non-redundant alternate apt or mirror runs.
It would be nice to have partial local mirror capability in apt.
Perhaps when debian archive structure and apt cache structure merge
this will not be so importrant :-)
