Bug#31557: apt: Doesn't handle archive outages gracefully



Package: apt
Version: 0.1.9

When updating the package files apt causes the entire update to fail and
does not use data that was successfully downloaded.  This means that if
one of several archive sites fails for some reason the perfectly good
data downloaded from others is not avalible.

Unless, of course, I'm missing something obvious.
