Bug#28778: apt: apt's fetched message is wrong for update of packages files

If apt finds that the Packages files it is going to download are already
up-to-date it doesn't download them. Great! But it still tells you that
it downloaded them when it prints the ''Fetched 2011k (846k/s)' message.
I know my modem isn't doing that speed. :)
I know really nitpicky bug, but hey, doesn't hurt to be perfect. :)
