Because you asked it to.

Package: php3
Version: 1:3.0.5-2
Priority: optional
Section: web
Maintainer: Gergely Madarasz <gorgo@caesar.elte.hu>
Depends: libc6, libgdbmg1, zlib1g (>= 1.1.1), mime-support (>= 2.13-1),
apache-common (>= 1.3.3), apache-common (<< 1.3.3.1)

It told you in as bold a way that it could that a held package was being
effected in response to your request. If you don't want to change the held
package then do not install php3.

This is not an APT bug.
