Bug#28021: installer doesn't create /var/cache/apt/srcpkgcache.bin

Package: apt
Version: 0.1.6

Installing the apt package doesn't create the file
/var/cache/apt/srcpkgcache.bin. Here's what happened:

kopf# dpkg --install --force-depends apt_0.1.6.deb
(Reading database ... 32869 files and directories currently installed.)
Unpacking apt (from apt_0.1.6.deb) ...
Setting up apt (0.1.6) ...

kopf# rm apt_0.1.6.deb
kopf# apt-get dist-upgrade
Updating package status cache...E: Can't open
/var/cache/apt/srcpkgcache.bin - open (2 No such file or directory)
E: The previous errors apply to a Package Cache File
/var/cache/apt/srcpkgcache.bin
E: You should probably re-run apt-get update

It seems to me when the package is installed it should create this file
if it doesn't exist rather than telling you to run apt-get update.
