Bug#26723: apt: apt 0.1.6 installs not correctly

I found a problem when i downloaded and installed programs with apt version
0.1.6 (if i remember correctly older versions i used didn't show this
problem). I was able to reproduce the bug with wmaker_0.19.3-1:
I downloaded wmaker_0.19.3-1 with apt. When apt tries to unpack and setup
wmaker, the directory /etc/GNUstep/Defaults is left empty. But in wmaker are
config-files which have to be unpacked there. If i use dpkg -i
wmaker_0.19.3-1 the package is be installed correctly, namley with all files
in /etc/GNUstep/Defaults unpacked.
It makes no difference, if i use dselect with method apt or if i use apt-get
on the commandline.
If find it also anoying that downloaded files are being deleted if i use the
apt-method in dselect. I would much prefer it if, like ftp-method, i would
be asks, if the downloaded files should be erased.
