Bug#25104: apt should retry ftp

apt fails if the ftp server doesn't accept the connection (due to restricted
numbers of users, e.g.). It would be nicer if apt would automatically retry
the connection, like the ftp method of dselect does.

There should probably be a flag that tells apt to "retry until finished",
instead of repeatedly asking the user.
