Bug#25022: apt: Lack of feedback on date checking

I know it's a known bug that apt calculates the bandwidth incorrectly when
Packages files are unchanged, this isn't quite the same point, though related.

It would be nice if there was some indication in the messages that stay on the
screen which files were actually downloaded and which were skipped.
