Bug#25001: apt: cleaned out archive even though not all files were installed

I just downloaded a huge batch of packages, tried to upgrade but ran into some
strange failure probably due to a disk filling up. So I ran the upgrade with
only a few packages intending to install a few at a time. However after
installing those first couple of packages i discovered the archive cache was
empty and I will have to download everything all over again.
This is a big step backward from dpkg-ftp which
a) prompts before installing packages which would have avoided the mess in the
first place, or at least would have allowed me to monitor the install -- as it
was it occurred in the middle of the night after the large package download was
done.
b) Removes only packages which have been installed and only after asking you.
I suppose you might want to remove old files which were downloaded but never
installed and superceded by later versions too. But removing packages which are
still more recent than the currently installed version is bad.
I would like to see the various prompts that dpkg-ftp did come back at least as
options. For some people they would be undesirable, while for others they are
essential for unattended downloads.
