Bug#24799: Some suggestions for the apt method in dselect

I don't know if the dpkg apt method bugs should be reported to apt.  If
not, please redirect this message to the proper place.

The first three problems were correctly handled in the ftp method.

- "Update" downloads  the  Packages files even  if  they have   not been
  upgraded.  The   date and size should  be  used to avoid  the download
  whenever possible.

- "Update" does not stop (asking for a keypress) after having gotten the
  Packages files.  This way, one  often loses some messages because they
  disappear.

- "Install" does not  stop (asking for a  keypress) after  having gotten
  the deb files.  This is unfortunate, as I use  to let dselect download
  everything while I  work on another console  (it usually takes a  long
  time), then  I look   at  what's happening  during  installation after
  having pressed Enter.

- One thing that was not available even in the ftp  method: a log of the
  installation and configuration phase would be very handy.
