There was a discussion on debian-devel shortly after you requested this.
However, we didn't get any results from there and since I didn't had time
for this yet, the discussion died again.
I'll bring this issue up again on debian-policy in the next few days.
Note, that as soon as we'll get into the details of the "Keywords:" tag,
we'll need a list of possible values. It would be good if you could
provide one as a starting point for the discussion. (Though, we planned to
let the maintainers add new keywords themselves, we definitely need a list
of commonly used keywords.)
