Hi,

	Ordering is done on the set of files waiting to be
 installed. Base files are always assumed to be present (if not, the
 system is too hosed to work). On upgrade, things are normal. For
 anything else, they do not affect ordering.

	I'll talk later on ordering issues; right now I have to ack my
 desk. *sigh* I hate moving.
