Bug#838899: xorg: debian 9 Xorg -configure generated xorg.conf breaks lightdm on video-vmware and video-dummy

to reproduce: install debian 9 on vmware, just "base system tools" and "ssh server",
then apt-get install lightdm xorg-xserver-video-dummy xorg-xserver-video-vmware x11vnc; Xorg :0 -configure;
now if you reboot, you're welcomed by the lightdm login screen,
but if you do "cp /root/xorg.conf.new /etc/X11/xorg.conf" before you restart,
you'll be welcomed by a black screen with a mouse pointer that moves around, but
does nothing. it does not react to "ctrl+alt+delete" either.
simiarly, if you install an xorg.conf for using video-dummy, like
`wget https://gist.githubusercontent.com/divinity76/ce210b5dbcd9ea7d0585ac403caef577/raw/ -O /etc/X11/xorg.conf`,
then reboot, then connect to the vm via ssh, then do
`service lightdm status`, there you should see a line containing "-auth /var/run/lightmd/SOMETHING",
then do `x11vnc -auth /var/run/lightmd/SOMETHING -display :0` , 
then connect to it via a vnc client (default port 5900), 
and you'll see that video-dummy suffers the same issue, it's just a black screen with a mouse pointer.
doing the same steps on debian 8 works fine, eg, you're welcomed by the lightdm login screen.
