I've got the same issue with missing rgb.txt after I upgraded from Sarge
(installed from netinst CD) to testing. Note that I used Sarge + some
packages from testing before the upgrade.
xterm showed black on black due to missing rgb.txt.
'aptitude reinstall x11-common' did not recover the file, so I had to copy it
manually from .deb archive.
P.S.
Probably, the right package for this report is dpkg/apt/aptitude/...
