No, the behavior is the same.
As it was noticed, these settings are invalid. It looks like previous
XFree86 versions did ignore these errors and partially modified keyboard
layout, but the safest option is not to modify the current layout when
a parameter is wrong, otherwise keyboard might get corrupt and unusable.
So IMO this bug can be closed.
