The keymap entry for de_DE misses the option `nodeadkeys'. If it is not
present the german keyboard lacks useful keys like ´~´.

Here's the correct entry in keymap/xfree86:

the nodeadkeys option exists in XFree86 4.3 for the German layout,
so I am closing this bug.
