These are conffiles, so they are not installed anymore if they have been
removed for any reason.  You can run
  # apt-get -d --reinstall install xlibs
  # dpkg --install --force-confnew --force-confmiss \
         /var/cache/apt/archives/xlibs_4.3.0-7_all.deb
