Severity: wishlist

Hi web team. The cloud team manages the availability of Debian in various
cloud environments, incuding in some commercial cloud "marketplaces". Some of
these environments require publishers to provide a link to text for a
terms-of-service document. At some point in the distant past the cloud team
linked to the Social Contract, but that never made a lot of sense and we've had
a longstanding bug open to change it. See
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=696596 for background.

The proposed text in the bug report is basically the same text that appears in
the default message-of-the-day file in Debian systems. I've proposed that we
host this on cloud.debian.org, but since there's nothing cloud specific about
it, I'd also like to explore hosting it on www.debian.org somewhere.

So this request is to host the following text on www.debian.org (perhaps at
/legal/disclaimer or /disclaimer, but I'll leave those details to you):

The programs included with the Debian GNU/Linux system are free software
as defined in <http://www.debian.org/social_contract#guidelines>; the exact
distribution terms for each program are described in the individual files
       in /usr/share/doc/*/copyright.

Debian GNU/Linux comes with ABSOLUTELY NO WARRANTY, to the extent
       permitted by applicable law.

Thanks
noah
