Re: webwml failed (for Portuguese)

I have just fixed a bunch of "webwml failed" for ./portuguese/vote:

webwml claimed about several files (for several year folders):
	vote_001_quorum.txt
	vote_001_quorum.src
	vote_001_majority.src
which could not be found, because they were indeed not existing in the 
Portuguese tree.

I have fixed that problem by pointing to the corresponding English variant
with lines like
	#include '$(ENGLISHDIR)/vote/2010/vote_001_quorum.txt'
	#include '$(ENGLISHDIR)/vote/2010/vote_001_quorum.src'
	#include '$(ENGLISHDIR)/vote/2010/vote_001_majority.src'
