I wonder if the initial order has an implied meaning (aka “if you're not
sure, use the first one; if you feel like it doesn't fit your need, look
at the second one, etc.”), and in case we should respect this order
(keep the default address in the first position), I edited your proposal
(in bold what I've changed after your proposal so it may be easier to
spot error I introduced):

Messages can be sent to the following addresses
*in order to be filed in the bug tracking system*:

 nnn@bugs.debian.org — *such messages* are also sent to the package
 maintainer and forwarded to debian-bugs-dist, but not to the submitter;

 nnn-submitter@bugs.debian.org — these are also sent to the submitter
 and forwarded to debian-bugs-dist, but not to the package maintainer;

 nnn-maintonly@bugs.debian.org — these are only sent to the package
 maintainer, not to the submitter or debian-bugs-dist;

 nnn-quiet@bugs.debian.org — *these are only* filed in the bug tracking
 system (as are all the *previous*), but not sent to anyone else.
