Bug#600902: add RSS to http://www.debian.org/users/

It would be good to add an RSS feed to the page of users, so I can keep upaded of the
changes.
Furthermore, the page http://io.debian.net/~tar/debian-worldmap/ has dead links and
unappropriate ones (I would replace them with http://www.geonames.org/).
The map would better be replaced with an OpenLayers+OpenStreetMap one, see
http://www.faunalia.it/ufficio/lavori/index.php for an example.
