Bug#470077: packages.debian.org: does not escape '+' character for QA Page link

Please see http://packages.debian.org/sid/toilet and click on the "QA Page"
link for Sam Hocevar on the right page. His email address has a "+" in it,
which is not escaped and hence is treated as a space. qa.debian.org
interprets this as wanting developer information for both "sam@debian.org"
and "deb@zoy.org". This link should be escaped to sam%2Bdeb@zoy.org, which
qa.debian.org accepts fine.
