link to the DDTP page from english/devel/index.wml

Hello,

I thought that it is good to link from english/devel/index.wml to the
DDTP page because the DDTP page is available now in the Debian Web site.

For example like the following (line 319 in english/devel/index.wml) 

          <li><a href="$(HOME)/intl/l10n/ddtp">Debian Description Translation Project
              (DDTP)</a></li>
