In trying to figure out why why_debian.es.html wasn't being generated, I
found some problems in the spanish translation of about.wml . The
appended patch fixes them.
Also, building international.wml fails because the english original no
longer exists. As long as the spanish version exists,
license_disc.es.html and why_debian.es.html aren't built.
