Well, I only work on website translation here, so ... :)
Anyway, I just got an idea, which is why I replied to this old message. For
really important stuff that need to get out on the web page fast, why not
just add an include line in each of the devel/index pages that point to a
file in the English directory which normally is empty, but adds short
notices now and then. The notices probably won't get translated because they
are of short notice, but at least they would be updated on all versions.

There was a file committed to the CVS to deal with this. I haven't had time
to look any closer on it, and I haven't see any message that it was "ready"
for use yet.
