About the translation efforts, I think that you may can help the l10n
Portuguese Team.

There's a mailing list to coordinate this tasks [1].

I invite you to subscribe.

Theres some documentation and emails about translation. If you want, I
can send to you those docs.

About packing and develop works, I recommend to read first the New
Maintainers Guide[2] and the Developer Reference[3].

Also, there's a irc channel (#debian-devel-br, on OFTC) where you can
find some Brazilian Debian Developers.
