I noticed; I had the honour to be one of those we get every mail three
times:  To -project, to -women and as special service a private copy,
too.

Uhm... No, I don't think it's a technical problem.  It's a social one.
And you can't solve social problems with technical solutions.  Ban him,
and he'll get a new e-mail adress; ban tor and he'll find an other
anonymizer; etc. etc. sadly it's always the same.

IMHO the only thing you can do, is to ignore him.  Works fine for me.
