The bug tracking system can be uses by everyone, so you just have to
get acquainted with the tools and go ahead.

An understanding of how packages work is necessary (cf. Debian policy
and Developers' Reference).
For the BTS itself:
Goto http://www.debian.org/Bugs/ and read the linked sections at the
beginning.
